About Me
Hamza Saeed Orakzai is a public sector leader operating at the intersection of infrastructure, public policy, international trade, and the digital economy. He has a proven track record in policy innovation, institutional development, and program management. Currently serving as the Chief Market Development Officer at the Special Technology Zones Authority (STZA) under the auspices of the Honorable Prime Minister of Pakistan, Hamza is leading efforts to transform Pakistan’s technology landscape and enable sustainabe growth in the technology sector. His responsibilities include shaping policies for the fast-track development of world- class Special Technology Zones across the country, fostering innovation, and driving economic and job growth through strategic policy interventions that benefit both local and global technology stakeholders.
Hamza’s expertise in regulatory systems reform has been pivotal in improving the ease of doing business in Pakistan, particularly within the tech zones. As a founding director of STZA, he has introduced new frameworks and policies that have significantly supported the growth of the technology sector over the past three years. Consequently, around 12 Special Technology Zones have been made operational, housed by 16,000+ technology professionals, contributing more than US$ 120 M annual exports to Pakistan. His contributions have made him a key voice in shaping future policymaking in the technology industry in both the Federal and Provincial Governments.
In addition to his work at STZA, Hamza is the Founder of the International China-Pakistan Economic Corridor Workshop (#ICPECW). This prestigious platform, established in partnership with the National Defence University, facilitated collaboration and dialogue among leading private sector actors and government leaders across Beijing, Islamabad, and Gwadar. The workshop focused on industrial cooperation, commercial diplomacy, and governance under the CPEC initiative, leveraging public-private partnerships to stimulate economic development.
Recognized as an emerging global leader, Hamza is regularly invited internationally to represent Pakistan on diverse topics and has been selected for several high-profile international fellowships and programs. These include the U.S. Department of State’s International Visitor Leadership Program (IVLP) on government transparency and accountability, a Fellowship at the Australian National University on CPEC and the rule of law, and certification in Science and Technology Park Construction from the Ministry of Science and Technology of the People’s Republic of China.
Hamza holds a double major in Economics and Mathematics from Lahore University of Management Sciences (LUMS) and has accumulated extensive experience advising government bodies, supranational entities, foreign government enterprises, think tanks, and private sector firms on diverse strategic, business, and operational issues. His deep understanding of international geopolitics, public policy, and global technological valuechains, coupled with his strong linkages nationally and internationally, further underscores his capability to drive global-scale initiatives.
