Ahmad Toor is the visionary Founder of the HISA – Public Policy Research Institute, a premier think tank dedicated to advancing innovative policy solutions and fostering global dialogue on pressing socio-economic issues. With a career marked by leadership, intellectual rigor, and a commitment to youth empowerment, Mr. Toor has established himself as a prominent figure in the field of public policy and international relations.
Mr. Toor’s academic background in Electrical Engineering from Khwaja Fareed University of Engineering and Information Technology (KFUEIT) in Rahim Yar Khan, Pakistan, has provided him with a solid foundation in analytical thinking and problem-solving. His transition from engineering to public policy was driven by a deep-seated passion for creating meaningful change and addressing the multifaceted challenges facing today’s world.
From 2020 to 2022, Mr. Toor served with distinction as a National Youth Delegate to the Commonwealth Youth Council. In this role, he represented Pakistan on international platforms, engaging with policymakers, diplomats, and youth leaders from across the Commonwealth. His contributions were instrumental in shaping youth-centric policies and initiatives, and his advocacy for education, employment, and social justice resonated widely.
Under Mr. Toor’s leadership, HISA – Public Policy Research Institute has grown into a leading voice in policy research and advocacy. The institute’s work spans various domains, including economic development, governance, environmental sustainability, and human rights. Under his leadership, HISA has hosted various international forums in Turkey, Morocco, Egypt, Spain, Belgium, Hungary, Thailand and South Africa.
